This FEMA Comprehensive Preparedness Guide, CPG 101, continues the more than 50-year effort to provide guidance about emergency operations planning to State, Local, Territorial, and Tribal Governments. This August 2008 document reflects the changed reality created by Hurricanes Hugo, Andrew, Katrina, Rita, the Loma Prieta earthquake, the midwest floods, and the September 11, 2001 terrorist attacks. CPG 101 integrates concepts from the Natioinal Incident Management System (NIMS) and National Response Framework (NRF), and it incorporates rocommendations from the 2005 Nationwide Plan Review. It also references the Taget Capabilities List (TCL) that outlines the fundamental capabilities essential to implementing the National Preparendess Guidelines.
